PENGARUH PENGGUNAAN SERTIPIKAT TANAH ELEKTRONIK TERHADAP TINGKAT KEPERCAYAAN MASYARAKAT DI KOTA PADANG

Abstract

Electronic certificates are documents issued through an electronic system that can be accessed online, regulated under Ministerial Regulation of ATR/BPN Number 3 of 2023 and Government Regulation Number 18 of 2021. Problem formulation: 1) How do dig influence the use of electronic land certificates in Padang city? 2) How is the public's perception of the legal strength of electronic land certificates compared to analog land certificates? 3) What obstacles and efforts have been made by the National Land Agency (BPN) of Padang city regarding public doubts about the safety of using electronic land certificates? The type of research is sociological juridical research, which is research to obtain primary data, data directly obtained from the community; Data sources are primary and secondary data; The data is analyzed qualitatively, meaning using methods derived from data that appear in the form of words and not sets of numbers. Research results: 1)The influence of using electronic land certificates in Padang City is that land digitalization is a positive development but is still hindered by digital literacy gaps and geographical constraints. 2) Public perception of the legal strength of electronic land certificates compared to analog land certificates is that the effectiveness of BPN electronic certificates depends on the strength of digital infrastructure and public trust in data security. 3) The obstacles and efforts undertaken by the National Land Agency (BPN) of Padang City regarding public doubts about the security of using electronic land certificates are that BPN collaborates with BSSN and Perum Peruri to ensure document authentication, as well as strengthening system legitimacy through integration with banks, law enforcement, and continuous socialization.
