PERAN SATPOL PP KOTA PADANG DALAM PENERTIBAN PUNGUTAN LIAR DI KAWASAN OBJEK WISATA PANTAI PADANG

Abstract

Pantai Padang tourist area is one of the leading destinations in Padang City with a high number of visitors, both local residents and tourists. This condition has the potential to cause disturbances to public order, including extortion practices carried out by beggars, street performers, and illegal parking attendants. Extortion is regulated under Article 482 of the Criminal Code. The research problems in this study are: (1) What is the role of the Padang City Civil Service Police Unit (Satpol PP) in handling extortion in the Pantai Padang tourist area? and (2) What obstacles are faced by Satpol PP Padang City in handling extortion in the Pantai Padang tourist area? This research uses a socio-legal-research. Primary data were obtained through interviews, while secondary data were obtained through document studies and interviews. The collected data were analyzed qualitatively. The results of the study show that: (1) the role of Satpol PP Padang City in handling extortion in the Pantai Padang tourist area is carried out through non-penal efforts (routine patrols, guidance, socialization, and inter-agency cooperation) and penal efforts (initial securing of perpetrators and handing them over to the police); and (2) the obstacles faced by Satpol PP Padang City consist of internal constraints (limited personnel, facilities, and supervision coverage) and external constraints (public fear, open public spaces, and visitor crowds).
