ABSTRACT

The development of information technology encourages the digitization of public services, Including in the railway transportation sector. PT Kereta Api Indonesia (Persero) presents the Access by KAI application as a means of purchasing tickets Train electronically to provide convenience, speed, and Efficiency for consumers. The problem formulation in this research is: (1) What is the form of legal protection for consumer application users Access by KAI in train ticket purchase transaction in Padang City; (2) What Only the legal and technical obstacles faced; and (3) How is the effort of PT Indonesian Railways (Persero) in overcoming these obstacles. This research Using sociological juridical methods with data collection techniques through Interview and document study. Data consists of primary data obtained from Interviews with users of the Access by KAI application and related parties, and data Secondary obtained from laws and regulations, legal literature, Scientific journals, and supporting documents. Research results show that: (1) Legal protection for consumers has basically been implemented in accordance with Applicable terms. ;(2)The obstacles faced include technical problems Application and lack of consumer understanding of digital services; and (3) The efforts made by PT Kereta Api Indonesia (Persero) include increasing Application system quality, service improvement, as well as providing information and Help to consumers.
