IMPLEMENTASI PERATURAN DAERAH NOMOR 1 TAHUN 2025 TENTANG KETENTRAMAN DAN KETERTIBAN UMUM TERKAIT PEDAGANG KAKI LIMA DI KOTA PADANG

Abstract

The implementation of Padang City Regional Regulation Number 1 of 2025 concerning Public Order and Peace is intended to create an orderly and comfortable city spatial planning. However, in practice there are still many street vendors (PKL) who utilize public spaces in a number of strategic areas in Padang City, causing disturbances to public order and peace. This study formulates three problems, namely 1) how the implementation of the regional regulation is carried out, 2) what are the obstacles faced by the government, 3) and efforts made to overcome these obstacles. The type of research used is sociological law with primary and secondary data sources. Data collection techniques were carried out through document studies and interviews, then analyzed qualitatively by grouping the data based on the aspects studied. The results of the study 1) show that the implementation of regulations has been carried out through socialization, supervision, control, and the application of non-judicial and judicial sanctions, but has not been optimal because the level of violations is still high. 2) The main obstacles include low awareness of traders, economic factors, limited business locations, and inconsistent supervision. 3) The government has provided guidance, relocation, and cross-agency coordination, but sustainable and equitable restructuring policies are needed.
