PERAN DINAS SOSIAL KOTA PADANG DALAM MEMBERIKAN BANTUAN PSIKOSOSIAL DAN KONSELING BAGI KORBAN KEKERASAN SEKSUAL
Abstract
This study examines the role of the Padang City Social Service in providing psychosocial assistance and counseling for sexual violence victims. The legal basis includes Law No. 12 of 2022 on Sexual Violence Crimes (TPKS Law) and the 2019–2024 Strategic Plan (Renstra), which prioritizes social rehabilitation and protection of vulnerable populations. Using a sociological-juridical approach, data were collected through interviews with officers and counselors of LK3 Delima, alongside secondary sources including regulations, policy documents, and the Renstra. Findings show that the Social Service has delivered assessment services, individual and group counseling, and cross-sector referral coordination through LK3 Delima, handling 421 cases during 2021–2025. However, barriers remain including a shortage
of professional human resources, limited infrastructure, and social stigma. Strengthening institutional capacity and cross-sector coordination is recommended in line with the Renstra 2019–2024 policy direction.
