PERAN SATPOL PP KOTA PADANG DALAM PENANGGULANGAN ANAK JALANAN

Abstract

The phenomenon of street children in Padang City remains a serious problem that impacts children's rights, safety, and development. Field data shows that the number of street children fluctuates, with 18 children being disciplined in 2025 due to alleged exploitation. Although it has been regulated in the Child Protection Law and the Public Order Regulation, the practice of exploitation still occurs in public spaces. This condition demands an active role from the Satpol PP in dealing with street children and the obstacles faced. Problem formulation: (1) What is the role of the Padang City Satpol PP in dealing with street children? (2) What are the obstacles of
the Padang City Satpol PP in dealing with street children. The type of empirical juridical research is that the data sources are obtained from primary data (interviews) and secondary data (document studies). The collected data are analyzed using empirical juridical methods. Research results: (1) Satpol PP plays an active role through routine patrols, discipline at vulnerable points, data collection on street children, initial guidance, summoning parents, and coordination with the Social Service for rehabilitation referrals. Efforts are made preventively and repressively to maintain public order while protecting children from exploitation. (2) The main obstacles are
external, including family economic pressure, weak parental supervision, peer influence, and the community's habit of giving money on the street. The authority of the Public Order Agency (Satpol PP) is limited to initial handling, so children are at risk of returning to the streets without the support of sustainable social policies.
