Prepaid electricity is system services are services provided by the service product PT.PLN namely power consumption using a prepaid electronic meter with payment in advance. In practice this system is not always carry business and customer obligations. The problem is 1) How is the implementation of consumer protection policies prepaid electricity system by PT.PLN Rayon Sungai Penuh, terms of Law No. 8 of 1999 on Consumer Protection, 2) what are the constraints faced by the implementation of electric PT.PLN prepaid related to consumer protection. 3) How PT.PLN efforts in overcoming obstacles to the implementation of prepaid electricity. The method of research is done by taking the location PT.PLN Rayon Sungai Penuh, juridical sociological research conducted based on primary and secondary data, the techniques of data collection through interviews and document research. The results showed that in the implementation of the prepaid electricity service PT.PLN already applying the principles of consumer protection, which is mandated by Law no. 8 of 1999 on Consumer Protection, PT.PLN implement prepaid electricity to customers based on level of Quality of Service (TMP). but in the case of raw clauses or Letter of Power Purchase Agreement (SPJBTL) contained clauses that are contrary to Law No. 8 of 1999 on consumer protection.
