IMPLEMENTATION OF FUNCTIONS AND DUTIES VILLAGE CONSULTATIVE BODY ( BPD ) IN THE IMPLEMENTATION OF THE VILLAGE IN THE VILLAGE SALIGUMA MENTAWAI ISLANDS Of WEST SUMATERA PROVINCE

Abstract

ABSTRACT

Village Consultative Body hereinafter called ( BPD ) is the embodiment of
democratic institutions in village governance . Inside the Law Number 12 Year
2008 on the changes in both the Law Number 32 Year 2004 on Regional
Government ranging set of chapter 200 s / d 219 . Formulation of the problem
namely how the implementation the constraints and the efforts made by the
Government in the implementation of the Mentawai district functions and duties
of the Village Consultative Body ( BPD ) . The method used is the juridical
sociological supported by accurate data . There are several obstacles in the
implementation of the functions and duties of BPD is the Human Resources ( HR
) or education level Consultative Board members remains low , as well as the
budget or allowance Village Consultative Council member who is still minimal .
Mentawai Islands Government efforts to overcome these obstacles , one of which
is to provide specialized training and handbooks on village governance . While
budget constraints problems or allowances Village Consultative Board members
come from the Village Fund Allocation (ADD ) as set in the Mentawai Islands
Regulation Number 10 Year 2010 on Resource Revenue Village.
