Abstract

ABSTRACT
Article 31 Paragraph ( 4 ) of the Constitution of 1945 , stating that the state prioritize at least 20 percent of the national budget and the budget to meet the needs of the implementation of National Education . The central government and local government should be sincere and responsible in implementing it. The problems discussed namely, ( 1 ) How does the application of the local government budget Padang in providing education budget related to Article 31 of the Constitution of 1945, ( 2 ) why there is a reduction in the education budget Padang in 2013, ( 3 ) what constraints Padang city government faced in meeting the education budget, ( 4 ) what will be done Padang city government in order to meet the education budget in accordance with the mandate of Article 31 of the Constitution of 1945. The collection of legal materials is done through field research, systematically processed using qualitative analysis . The results of the study were achieved, namely, the education budget is budgeted Padang city government in 2013 only 6 percent of the budget . The decrease in the education budget in the City field in 2013 due to the inability of local government to realize Padang education budget in 2011 and 2013. Constraints faced by the Government of Padang, the perception of inequality between the Head of the Regional Council Banggar in Padang, the amount of budget spent on salaries and educational development issues covering many aspects . Government efforts made Padang namely , encouraging local revenue , try to explore various sources of local revenue both at the district/city , provincial and national levels.
