Padang city is a regional autonomy within a unified framework Repoblik Indonesian State.
Under Law No. 32 Year 2004 on Regional Government, in government affairs Regency/City
that is real and has the potential to improve the welfare of society.with increasing number of
vagrants and beggars in the city of Padang, Padang government made the Regional Regulation
No.11Year 2005 on Public Order and Peace Society in order to create an order of life is orderly
and peaceful city. in this study in meticulous problems are :1) how the implementation of the
control of vagrants and beggars in the city of Padang is based on Regional Regulation No11 of
2005 On Public Order and Peace society?2)constraints in the implementation of the curb
midfielder and beggars?3)as well as efforts to address the homeless and beggars in Padang?The
research method that I use is legal juridical sociological study, data on the use of primary data
and secondary data collection techniques while from the library, interviews, data collected and
analyzed qualitatively. Based on the results of this study concluded that the growing number of
homeless and beggars in the increase is caused by two:cultura and structural approach that
includes economic, educational and skill levels of the lace, the family is not harmonious,
environmental influences.Padang government's efforts in dealing with vagrants and beggars as
a municipal police officer confirms that bartugas area for enforcement of the local ordinance.
Constraints in inhibiting the performance of the government of which the lack of public
awareness of the law-abiding and operating funds in order to control and
beggarsPeacerelativelylow.
