In this studythe authorsusedsocio legal researchmethodsusingsecondary dataandprimary dataorfield dataderivedfrom interviewswiththe credit departmentatPT. Bank Perkreditan Rakyat (BPR) BaringinPadangPanjangSakato the city Padang Panjang. From the findings thatthe implementation ofthe provision of creditto theMortgagemustmeet the administrative requirementsand conditionsset forthinanagreement. Begins witha requestbythe prospectivedebtorthatcontainsadministrative requirementsspecifiedby theBPR. The bankconducted a surveyandfinancial analysisup tothe stage ofthe negotiations, as well as thelandas collateral. Land certificatesthatcan be used ascollateralmustbe registereddeedgrantinga security interest(APHT) tothe localland office. Afteralladministrative requirementsare metthenthe banks willdotranches. Obstaclesin the implementation ofsuchcreditcustomerdata submittedis incompleteandincorrect, the debtor's businessis lessclear, insufficientcollateralandlack of transparencyof debtors.
