Abstract

ABSTRACT

 

Correctional officers in providing disciplinary action or impose disciplinary punishment shall treat prisoners fairly and not act arbitrarily; and basing actions on disciplinary rules correctional Institution but in practice often occurs violence committed by prison officers to inmates. Issues to be discussed are: (1) How to Form accountability Prison officials who commit violence against inmates? (2) What obstacles prevent prison officers who commit violence against inmates? To answer the above problems, the authors conducted a study with juridical sociological research methods that use primary data in the form of interviews and observations, secondary data such as documents and crime statistics. The data obtained were analyzed qualitatively. From the results of this study concluded: (1) The form of accountability of prison staff is to get the sanctions through the stages Reprimand In Oral, written warning, Reports In Oral, Written Statements and Reports Processed In Criminal. (2) Constraints Institute correctional officers in the prevention of violence against inmates, namely human resources, individual character and Over Capacity.
