Abstract

ABSTRACT

Indonesia is blessed with abundant natural resources including minerals and Indonesia has a high dependence on the utilization of mining minerals such as capital construction, gold mining is done by exploring natural resources often without considering the environment, thus causing the deterioration of environmental conditions and cause a variety of problems, one using heavy equipment to mine gold and additionally also many gold miners who do not have the permission damage the environment. Formulation of the problem: 1) How is the supervision of the district government Sijunjung supervising unlicensed miners in Sijunjung ?, 2) What are the obstacles faced in the implementation of administrative sanctions in mining and heavy equipment that does not have a license? 3) How do I cope with the mining and heavy equipment that does not have a license? This type of research is a sociological study. Analysis of the data is primary data or facts and problems that exist in a society that is obtained by interview with the Head of the Department of Mines and Energy General Mining Sijunjung and gold mining community. Based on the results of the study, 1) Monitoring is done by directly down to localized gold mine in violation 2) Barriers faced by many miners are difficult to be disciplined because rivers in Sijunjung also belongs to the 3) The fix for that is caught will be punished that is in Article 158 paragraph (1) of Law No. 4 of 2009 on Mineral and Coal.
