PERAN LEMBAGA SWADAYA MASYARAKAT DALAM UPAYA PEMENUHAN HAK ASASI MANUSIA SEBAGAI SALAH SATU UNSUR NEGARA HUKUM DEMOKRATIS ( Studi Kasus di Perhimpunan Bantuan Hukum dan Hak Asasi Manusia Indonesia Wilayah Provinsi Sumatera Barat )
Abstract
State is a state law that guarantees justice to its citizens. Justice is a prerequisite for achieving happiness in life for citizens. Democracy is a form of government that all citizens have equal rights in decision-making, democracy includes social, economic, and cultural practices that allow for political freedom freely and equally. Indonesian Legal Aid And Human Rights Association West Sumatera is active in controlling the activities of the government and legal assistance to poor people. The formulation of the problem 1) How PBHI Sumbar role in the fulfillment of human rights as one of the elements of the Democratic State of Law? 2) What are the obstacles PBHI Sumbar get in the fulfillment of human rights as one of the elements of the Democratic State of Law? 3) What are the efforts undertaken PBHI Sumbar in the fulfillment of human rights as one of the elements of the Democratic State of Law? Writer uses sociological research methods approach is the approach to the law as the norm. From the research that PBHI Sumbar more or less been able to bring an influence in law enforcement and government policies in Sumbar. The obstacles encountered is the limited budget, the allocation of time, budget limitations, the efforts are divided into two forms, namely the handling of litigation and non-litigation
