PERANAN WALI NAGARI BATU KAMBING SEBAGAI PERANGKAT NAGARI MENURUT PERATURAN DAERAH PROVINSI SUMATERA BARAT NO 2 TAHUN 2007 TENTANG POKOK-POKOK PEMERINTAHAN NAGARI DI KECAMATAN AMPEK NAGARI KABUPATEN AGAM PROVINSI SUMATERA BARAT
Abstract
Governance of nagari is an autonomous government structure, had a clear territorial and embrace to and refers to adat system as a regulator of the members life, headed by an Wali Nagari. So the author raised the issue of Wali Nagari Batu Kambing role as members of Nagari government according to the West Sumatra Provincial Regulation No. 2 year 2007 about the main points of Nagari government in Ampek Nagari of Agam District at West Sumatra Province. The formulation ofthe problem : (1) How the implementation of the tasks and authority of Wali Nagari Batu Kambing in Ampek Nagari of Agam District. (2) What an problems are found in the implementation of the tasks and authority of Wali Nagari Batu Kambing in Ampek Nagari of Agam District. (3) How can the attempts are done to overcome the the problems posed in the implementation of the tasks and authority of Wali Nagari Batu Kambing in Ampek Nagari of Agam District. The method to be used in research is juridical approach sociological of law, the source of the data derived from primary and secondary data, techniques of data collection by interviews and document study, Data were analyzed by qualitative techniques. the results of research: (1) In the implementation of tasks and authority, Wali Nagari Batu Kambing in Ampek Nagari of Agam District has carry it out properly and in according with the applicable rules. (2) management team activities or an members of Nagari government, having a problems in the preparation of documents Budget Plan. Lack of knowledge and level of education members of Nagari Batu Kambing government in this field, become a problem in each Nagari Development Activities. (3) Based on this problem, Wali Nagari and members of Nagari government making efforts for this preparation of documents Budget Plan by using the services of experts in the field.
