Abstract
ABSTRAK
From Related Party s Expert implementation of the vision and mission of Bung Hatta University Faculty Of Civil Engineering and Planning (FTSP) implement and develop education and teaching by doing foreign cooperation such as cooperation in the field of education, research, and devotion to the community. The formulation of the issues raised is: 1)whether the implementation of the cooperation is done FTSP Bung Hatta University with HAWK Hildesheim Germany in accordance with the terms of international law and the law of international agreement?, 2)Whether obstacles facing the Bung Hatta University in implementing the cooperation with the University of HAWK Hildesheim Germany. The research method used is the judicial Research sociological that focusing research in studying the primary data with supported by secondary data that is descriptive. The results of this research are: 1) Foreign Cooperation Bung Hatta University as the result of formal has meet the criteria of making procedures and writing based on the rules of the national and international law based on Act No. 37 The year 1999 about Foreign Relations, Act No. 24 The year 2000 about International Agreements, guidelines in the making of International Agreements in the Environment Ministry of National Education and the Vienna Convention 1969.2)problem faced in foreign cooperation Bung Hatta University with University HAWK Hildesheim Germany is communication and time, the quality of human resources and finance.
