PELAKSANAAN FUNGSI PENGAWASAN DEWAN PERWAKILAN RAKYAT DAERAH KOTA SAWAHLUNTO PERIODE 2009 – 2 014 TERHADAP PENGELOLAAN KEUANGAN DAERAH DALAM RANGKA PEMBANGUNAN
Abstract
Oversight of financial management is crucial independence of regional autonomy unit to accelerate the growth of regional development, welfare and run community expectations. Problems in this study are (1) how the implementation of the oversight function of Parliament Sawahlunto period 2009-2014 for financial management in the context of development, (2) any obstacles encountered in the implementation of Parliament Sawahlunto supervision function and (3) the efforts of Parliament Sawahlunto city to overcome these obstacles. This type of research is legal research sociological. Source of data used are primary data and secondary data. Data collection through interviews and document study. The data was analyzed qualitatively. Based on the results of this study concluded that (1) the number of development activities that have been planned Sawahlunto not performing as expected show the state of development of Parliament Sawahlunto quite alarming. (2) Constraints faced by the city parliament Sawahlunto in the implementation of oversight of the financial management in the context of the development is the background of the members of Parliament, lack of expertise legislators particular field, discipline problems Parliament, the slow pace to meet project managers in the implementation of public works and the lack of supplementary data. (3) Efforts by Parliament Sawahlunto to optimize the monitoring function is to increase the participation of members of Parliament, do penyempunaan to local regulations, to facilitate the necessary expertise by the Parliament in the implementation of the supervisory function.
