PENGAWASAN DEWAN PERWAKILAN RAKYAT DAERAH TERHADAP PELAKSANAAN RENCANA KERJA PEMERINTAH DAERAH DI KABUPATEN DHARMASRAYA
Abstract
The local government is responsible for regional development in accordance with Article 1 (2) of Law No. 23 Year 2014 on Regional Government. Development will be greatest if Parliament to supervise in accordance with one of the legislative function is the function Supervision (controlling). Conducted surveillance of Parliament refers to the Local Government Act to control the policy of the Regional Head. Problems in this study were 1) How is the implementation of the oversight function of Parliament Dharmasraya against regional work plan, 2) What are the barriers faced Regency Dharmasraya in the implementation of supervision over government work plan daearah and 3) efforts What are undertaken Regency Dharmasraya to overcome obstacles to the implementation of the supervision of the local government work plan. This study using sociological juridical approach, and the source data in the form of primary data and secondary data. Data were obtained by interview and document study, the data was analyzed qualitatively. From the study it can be concluded that: 1) the execution of supervision of Parliament on the implementation of medium-term development in the area Dharmasraya done directly and indirectly. 2) Obstacles in the implementation of oversight that is, the number of legislators who do not understand the basic tasks as a watchdog of local government performance. 3) In order to overcome these barriers Parliament Dharmasraya do technical guidance to the relevant institutions
