PERAN DINAS PENDIDIKAN KOTA PADANG DALAM PEMENUHAN HAK ASASI MANUSIA BAGI PENYANDANG CACAT (DIFABEL) DI BIDANGPENDIDIKAN (STUDI KASUS : SEKOLAH LUAR BIASA WACANA ASIH)
Abstract
Human rights in education for people with disabilities one of which is regulated in Law Number 20 Year 2003 on National Education System in Article 5 (2), namely, to the citizens who have physical, emotional, mental, intellectual, and / or social entitled to receive special education. This type of research is legal juridical sociological research. Source of data used are primary data and secondary data. Legal material collection techniques used were interviews and document study. Legal materials analysis techniques used are qualitative analysis techniques. Formulation of the problem of this research is how the implementation of the fulfillment of human rights in the field of education for people with disabilities in Schools Discourse Asih by the Education Department of the city of Padang is the accessibility for people with disabilities, whether the constraints faced by Schools Discourse Asih Padang in the fulfillment of human rights in the field of education for people with disabilities that discrimination against people with disabilities and whether the efforts undertaken by the Special School Discourse Asih Padang in the fulfillment of human rights in the field of education for people with disabilities, provide motivation to be more independent learners.
