Abstrak

The Village Fund is a fund sourced from the state budget, intended for villages that are transferred through the district and municipal budget, and used to finance the implementation of governance, development implementation, community development, and community empowerment. Village funds are demanded in a transparent and accountable manner. In this research, the researcher wanted to see how the form of transparency and accountability of village government in the utilization of village fund and the cause of the implementation of village fund program that has not maximal implementation.
Methods This research is a qualitative research method with case study research type. By taking respondents one community in each hamlet. Data collection techniques are done through interviews, observation and documentation. Interview to informants who are considered potentially to provide information.
The results of this study indicate that (1) The village government has not fully implemented the principles of transparency and accountability, because there are still principles that have not yet been implemented, such as the absence of notice boards detailing the use of village finances and no evaluation of the activities of the implementation of the current development running (2) There is still the implementation of the program from the village funds that have not been maximally implemented due to insufficient cost to continue the construction of the road caused by the material needed was not sufficient to build the road along that and coupled with the price of material up, but so far there has been no evaluation of the activities undertaken by village government to the public related to the not yet maximal implementation of road construction.
Form of transparency of the village government is openness with the community related to the implementation of activities to be undertaken starting with planning involving the local community by holding deliberations for the programs to be implemented called musrenbang, but related to the openness in providing information related to the process of activities and details finance is still not visible.
