This research aims to develop a scientific learning module based on Civics Organizational material in the School and Community Class V SDN 51 Kuranji Padang that is valid and practical. This research was carried out because the teaching material or reading material in the package book had little scope, so in terms of the delivery of the material it was less to be understood by students. Therefore, there is a need for learning resources that help facilitate students in understanding the subject matter by using the learning module. According to Daryanto (2013: 9), a module is a form ofteaching material that is packaged in a whole and systematic way, which contains a set of learning experiences that are planned and designed to help students master specific learning goals. This type of research uses development or Research and Development (R&D). The research development model is a 3D development model that consists of three stages through revisions by experts/ practitioners. The 3D stages are define (design), design (design), and develop (development). The test subjects in this research were students of class V SDN 51 Kuranji Padang, amounting to 26 people. After learning activities using modules, the teacher and students fill out the module practicality questionnaire.

The results of  this research indicate that the learning module develops the Civic Education module based on scientific material. Organizations in the School and Community Environments in the 5th grade elementary school show very valid criteria by the validator with an average value of 3.72 and the practicality value by teachers and students by 91.36%  with very practical criteria. From these data it can be concluded that the Civic Education module based on scientific subject Organizations in the School and Community Environment class V SD is valid and practical for students in grade V elementary school, so this module can be used as an alternative teaching material.
