 Education is essentially a human effort to humanize humanity itself, which is to civilize humans. One of the goals of national education is to shape the dignified character and civilization of the nation in order to educate the nation's life. Social studies is one of the subjects in elementary schools that contains character education. According to Trianto (2015: 171) IPS "is an integration of various branches of social science, such as sociology, history, geography, economics, politics, law, and culture". When teaching social studies in general, teachers tend to use conventional methods such as lectures and questions and answers.The use of learning models in the learning process has significant significance. The learning model is one of the approaches taken by the teacher to help students understand learning easily. Using models in learning can increase student activity and help eliminate student boredom in accepting lessons. One way is to use the learning model inside outside circle in social studies learning.This type of research is an experimental research design with true experimental design. The independent variable in this study is the learning model inside the outside circle, while the dependent variable is the learning outcomes of social studies. The population in this study were all students of class IV SDN 15 Batang Barus, Solok Regency in the 2019/2020 school year consisting of two classes. The sample in this study were 16 class IV A students and 17 class IV B students. The technique in sampling is by random sampling. The data taken in this study are cognitive learning outcomes of cognitive domain students obtained through the final test in an objective form.The results showed the average value of the experimental class was 78.6 and the average control class was 68.6. Thus the average value of the experimental class is higher than the average value of the control class. In statistical tests the price of tcount> ttable is 2.54> 2.04 with a level (α = 0.05) then the H1 hypothesis is accepted.From these data it can be concluded that the inside outside circle learning model influences the learning outcomes of fourth grade students in social studies learning at SDN 15 Batang Barus, Solok Regency.
