This research is motivated by Civics learning that goes one way from teacher to student so that students only accept what the teacher explains and then copy the notes given by the teacher and the low student learning outcomes so that there are still many students who do not achieve the KKM value. Describe the validity of the development of contextual Civic Education based learning modules for fifth grade students at SDN 34 Air Pacah on KD 3.2 material.

This study aims to describe the validity and practicality of developing Civics learning modules with a contextual approach to the organization of the school and community environment for valid and practical fifth grade elementary school students. This type of research is Research and Development. Civics learning modules with contextual approaches were developed using three-D models. This research was conducted in the even semester of the 2018/2019 school year. Data collection is done by validation and testing of modules developed. The module design that was designed was validated by two experts and then tested it limitedly in class V-A SDN 34 Air Pacah to find out the practicality and validity of the module being developed. The results of the study found that the Civics learning module with a contextual approach to the organizational material in the school and community environment for fifth grade elementary school students was in the valid category with an average percentage of validity of 84.51%. Modules that have been developed are categorized as practical by teachers with an average percentage of practicality of 84.7%, also categorized as practical by students with an average percentage of practicality of 89.64%. In the Civics learning module with this contextual approach the validation value obtained from the validator is 84.51%.

It was concluded that the contextual Civic Education learning module was categorized as valid and practical for use in class V in the implementation of learning in elementary schools
