This research is motivated by there is no development of social learning modules based on crossword puzzles which only develops IPS learning media. In general, teachers still use the theme books provided at school, the theme books used are still informative and less fun which makes students bored reading books, especially if the social studies material is based on this, the researchers conduct development research with the title "Development of Social Science Based Learning Module Crossword Puzzles on Theme 1 The Beauty of Togetherness for Grade IV Students (Trial in Tanjung Negeri 11 Elementary School). "

This type of research is development research with the type of research to be conducted is development research or development research. According to Trianto (2014: 233) that "the development of this model consists of 4-D stages, namely define, design, develop and assess. The research instrument uses validity, practicality and effectiveness sheets. At the Validation stage carried out in this study emphasizes the internal validity (rational) by using the existing criteria in the product development. The observed aspects are material, design and language aspects. To test three aspects of validity, expert opinions can be used. Practicality Test is conducted after the module is validated and feasible to be tested with the aim of knowing the practicality level of social studies learning module based on crossword puzzles for fourth grade elementary school conducted by one teacher and 25 students, while in effectiveness using pre test and post test questions as many as 25 questions.

The results showed an average value of 95.5% validity with very valid criteria, an average value of practicality of 94.6% with very practical criteria and an average value of effectiveness of 0.71 with high criteria.

From these data it can be concluded that the development of social learning modules based on crossword puzzles is very valid, practical and effective in social studies learning in grade IV elementary school.
