Development Method is an attempt to develop an effective product for school use. This study aims to produce a Civic Education module based on Contextual Teaching and Learning for class 4 students of SD N 02 IX Koto that meets valid and practical criteria. This type of research is development research. The development research model used is the 4-D model, which is define, design, develop, and disseminate. In this study only reached the develop stage due to time constraints. Research instruments include validation sheets and practicality sheets (teacher and student response questionnaire). The Civic Education module based on Contextual Teaching and Learning is validated by 2 lecturers, and is tested on 1 teacher and 12 students. Based on the research results of the development of Civic Education modules based on Contextual Teaching and Learning for class 4 students of SD N 02 IX Koto meet valid criteria with an assessment percentage of 94%, and very practical criteria with an assessment percentage of 91%. Then, it can be concluded that the Civic Education module based on Contextual Teaching and Learning is very valid and very practical to be used as one of the learning modules in schools.
