DEVELOPMENT OF INQUIRY-BASED PKN LEARNING MODULES FOR FIFTH GRADE STUDENTS OF SD NEGERI 17 SIMAUNG CUMATEH Azhura Lisyahri', M. Tamrin' 'Elementary School Teacher Education Study Program Faculty of Teacher Training and Education Bung Hatta University e-mail: lisyahria3@gmail.com ABSTRACT This study aims to produce teaching materials in the form of inquiry-based Civics learning modules for class V SD that are valid and practical. This type is research and development research (Research and Development) with the 4-D type, namely define, design, development and dissemination. This research is limited to the development stage. This research was conducted at the beginning of the even semester of the 2021/2022 academic year. The data collection instrument is in the form of a module validation questionnaire/questionnaire. The module is validated by 3 lecturers (material expert, linguist, and design expert). In the practical process, the module was tested by 1 teacher and 30 students in fifth grade of elementary school. The validation results obtained by validators of material experts 93.18%, linguists 95.45%, and design experts 92.18%, so that the average of the three expert lecturers is 93.60% with very valid criteria. For practicality obtained, by teachers 95.45% and by students 91.89%, so that the average practicality by teachers and students is 93.67% with very practical criteria. This shows that the inquiry-based Civics learning module has been very valid and very practical to be used as a learning resource by teachers.
