Abstrak

Education is a process in order to influence students so that they can adapt as best they can to their environment and thereby will cause changes in themselves that allow them to function adequately in community life. Education is important in building a nation's civilization. Education is the only asset to build quality human resources. Through quality education, the nation and state will uphold dignity in the eyes of the world. Learning is a process or effort that is carried out by a person continuously and continuously. So that someone who is learning gets results or changes in knowledge, understanding and also attitudes to get to a better direction than before. This is the result obtained from various trainings and own experiences in establishing relationships with their environment. The type of research conducted is Research and Development (R&D) research using a 4D development model, namely define, design, development and disseminate. Due to time constraints, this research is only up to the development stage. The subjects of this Civics learning media trial were third grade students of SD Negeri 045 Koto Dua, totaling 20 students. Furthermore, the validation stage was carried out on the media that had been designed, the media was validated by 3 lecturers at the Faculty of Teacher Training and Education, Bung Hatta University. For the practicality stage, it is carried out after the validation stage and deserves to be tested to determine the level of practicality of the media. Based on the results of research on the development of Picture Card media in CTL-based Civics learning, an overall validation average of 89.5% was obtained with valid criteria, while the practical average by the teacher as a whole obtained an average of 96.8% and the overall student average was an average of 96% with very practical criteria. Thus the Development of Picture Card Media in Civics Learning Based on Contextual Teaching and Learning obtained valid and very practical criteria in Civics learning, so that it can be used as one of the media in learning in class III SD Negeri 045/XI Koto Dua.
