Education is an effort to build a complete human being of the quality that is desired. According to Abdullah (2007: 15) "Education is a process that is built by society to bring new generations towards progress in a certain way in accordance with abilities that are useful for achieving the highest level of progress". According to Suryono & Hariyanto (2014: 183) "Learning is a teaching process in which the teacher teaches or guides students towards a process of self-maturity". "Citizenship Education (PKn) in Elementary Schools has an important meaning for students in the formation of private citizens who understand and are able to carry out their rights and obligations to become Indonesian citizens who are intelligent, skilled and with character." mandated in Pancasila and the 1945 Constitution (Depdiknas, 2006:97-104). According to Jusmawati, et al (2021:17) said that "learning outcomes are abilities that children acquire after going through learning activities. Students who are successful in learning are students who succeed in mastering the expected competencies. According to Taufik and Muhammadi (2011: 367) say that "a problem-based learning model is a model that directs or trains students to be able to solve problems in the field of science or field of study studied". Problem Based Learning learning steps include student orientation, organizing students to learn, guiding individual and group investigations, developing and presenting work, analyzing and evaluating problem-solving processes. Based on solving these problems, the researcher was interested in conducting research with the title "Improving PKN Learning Outcomes for Class V Students Using the Problem-Based Learning Model at SDN 23 Ujung Gurun, Padang City". The type of research used in this research is classroom action research. Classroom action research (CAR) is research conducted by teachers in their own classes through self-reflection, with the aim of improving teacher performance, so that student learning outcomes increase (Wardhani, et al. 2013: 14). The subjects in this study were 21 grade V students at SDN 23 Ujung Gurun, Padang City, consisting of 16 boys and 6 girls. Based on the results of the study showed that the observation of teacher activity in the first cycle with a percentage of 72.5% and in the second cycle increased by 82.5%. Based on the learning outcomes test in cycle I, an average of 71 was obtained with a percentage of 57%. In cycle II there was an increase with an average of 85 and the percentage was 81%. Based on the discussion above it can be concluded that the Problem Based Learning model can improve student learning outcomes in Civics learning, so that it can be used to improve student learning outcomes and a learning tool in class V SDN 23 Ujung Gurun, Padang City.Referensi
