Abstrak

This  research  is  motivated  by  the  lack  of  participation  of  students  in learning  civics  learning  in  fourth  grade  at  SDN  09  Kinali  West  Pasaman  in writing questions, answering questions and responding to questions, which is due at  the  time of  the  learning process of  teachers are more  likely  to use  the  lecture method which  adversely  affects  the  student  learning  outcomes.  The  purpose  of this  research  is  to  increase  the participation of  fourth grade  students  in  learning
through  the  model  Civics  Student  Question  Have  at  SDN  09  Kinali  West Pasaman. This  research  is Classroom Action Research. The subjects were  fourth grade  students  of  SDN  09 Kinali West  Pasaman. The  research  instrument  used was  teacher  observation  sheet  activities,  observation  sheet  student  participation, and  achievement  test  student  participation.  Based  on  the  research  results contained in the observation sheet student participation cycle I gained an average
score  of  percentage  participation  of  students  write  questions  for  participation 30.56 %, 43.91 % participation answering questions, responding to questions and participation  of  57.60  %.  In  the  second  cycle  for  76.08  %  participation  post questions,  answer  questions  the  participation  of  84.78  %,  and  78.25  % participation respond  to questions. From the research  it can be concluded  that by using  a  model  of  learning  Civics  Student  Question  Have  to  increase  the
participation of fourth grade students of SDN 09 Kinali West Pasaman. Based on the results of this study suggest that researchers can use the model teacher Student Question Have the civics lesson well.
