Abstrak

Citizenship subjects are characteristized by knowledge, skills and character of citizenship which is a provision for students to enchance the multidimensional intelligence sufficient to be agood citizen. Lecture learning model can not generate students in learning activities. This is look at the behavior of student who tend to only hear and record the teacher’s leson, students look to be passive, is not vibrant, busy with other activities. So researcher are trying to find other Learning models namely the learning approach PAILKEM. This models posisition as a teacher as a fcilitator of learning, while students as active participants to be sailed, innovative, enviroment utilized as a sourch of learning. Creative, effective, and attractive. Resulting in an interactive dialogue beetween students and students, students and teancher or student  with other learning resources and students are not burndened individual in solving problems encountered in leraning.
