This research is motivated by the lack of activity and student learning outcomes in learning civics. This research was conducted in two cycles, each cycle consisting of four meetings (including the meetings for final test). The subject of this study is the fourth grade students of SDN 20 Kurao Pagang, totaling 28 people. The research instrument used was observation of student activity sheets, teacher observation sheet activities, questionnaires and tests student learning outcomes. From the analysis of observations of student activity sheet obtained by the average percentage of students in the first cycle of activity and discussion 53.56% student activity summarizes the subject matter 54.75%. In the second cycle students discuss the activity of 76.18% and the activity of the students summarize the subject matter 74.99%. Based on the results it can be seen that the average value of the results of the first cycle of learning is 68.93 with a percentage of 64.29% and a completeness study the average value of the learning cycle II was 73.57 with a percentage of 78.57% mastery learning. This means that the implementation of TOD in learning through learning models Learning Civics Star With A Question well done. From the research it can be concluded that the models of learning through Learning Civics Star With A Question can increase activity and learning outcomes of the fourth grade students of SDN 20 Kurao Pagang.
