GOVERNMENT ROLE IN REDUCING THE PRACTICE PROSTITUTION IN THE CITY OF PADANG

The presence of the prostitutes in the city of Padang, especially around Park Jasmine,Beaches Padang and Hill Lights is one of social deviation in society, where the majority of them are Muslim Padang and Minangkabau ethnic group, which holds tightly philosophy of "Indigenous Basandi Syarak, Syarak Basandi Book of Allah ", will be disturbed by the presence of the perpetrators of prostitution in the city of Padang. One of the roles of Padang Local Government in reducing prostitution is to make the policies contained in the Local Regulation in Padang No. 11 of 2005 Chapter VII, Article 10 paragraph (2): "Every person is prohibited from selling herself as a prostitute and trying to get into in the transaction or sex ". Contained within the public order and peace of the community, but the presence of prostitutes still survived until now. Local Government thus giving mandate to the municipal police to curb the practice of prostitution offenders. In the raid conducted by the municipal police many constraints experienced by municipal police, such as dealing with thugs, apparatus, cafe owners and perpetrators of prostitution itself, which protects places of prostitution in the city of Padang. The purpose of this study was to determine the level of understanding of the practice of prostitution by offenders to local regulations and researchers describe how the government's actions in reducing prostitution offenders.
