This research is motivated by the lack of motivation to ask, answer and express opinions in learning civics class V students of SDN 18 Timbulun South Coast that adversely affects the student learning outcomes. The purpose of this study was to describe the increase in motivation and learning outcomes of students through the approach of the Group Investigation. This research is a classroom action research conducted in two cycles. Subjects were fifth grade students of SDN 18 Timbulun South Coast totaling 18 people. Research instrument used was a sheet of student motivation, teacher activity sheets, sheet questionnaires, field notes and test results to learn. The results showed that the students' motivation and learning outcomes has increased. Teacher to manage learning activities achieve good quality with a percentage of 85%. For motivation and learning outcomes of students has increased from the first cycle to the second cycle can be explained as follows: 1 Motivation ask students increased from 36% (6 people) in the first cycle to 80.56% (15 people) in the second cycle. An increase of 44.56% 2 Motivation student answers increased from 41.67% (8 people) in the first cycle to 77.78% (14 people) in the second cycle. An increase of 36.14%. 3 Student motivation increases expression of 50% (9) in the first cycle increased to 77.78% (14 people) in the second cycle. An increase of 27.78% 4 learning outcomes of students in the first cycle was 65, students who completed only 44.44% (8 people) and increased to 77.5 in the second cycle, with the percentage of 88.89% (16 people). The results of this study concluded that the approach of learning Civics Group Investigation can increase motivation and learning outcomes fifth grade students of SDN 18 Timbulun South Coast.
