This research is motivated by low participation ask, answer, discuss and conclude the lesson, resulting in low student learning outcomes in subjects Civics. The purpose of this study was to describe the increase in student participation mentioned above, so that with the increasing participation of the student is also expected to improve student learning outcomes. This research is a class act. Research subjects numbered 21 fourth grade students. The research instrument was a teacher observation sheet activities, student participation sheet, process execution pembelajarandan achievement test. The results of the data analysis, it is known that the use of execution pembelajaranan kontruktivistik approaches achieve good quality (ie 70). Besides, the researchers found that: 1) Participation asking students increased from 59.53% to 78.57% first cycle to the second cycle. 2) Participation answered questions of students increased from 57.15% to 78.57% first cycle to the second cycle. 3) Participation in the discussion of students increased from 64.29% to 83.34% first cycle to the second cycle. 4) Participation of students make inferences increased from 66.67% to 83.34% first cycle to the second cycle. 5) The average test scores of students increased end the cycle of 60.52 at 80.00 on the first cycle to the second cycle. It can be concluded that civics learning using constructivist approach can increase student participation and learning outcomes in learning civics class IV.
