The goal of this research is to rising participation study of student in class V at SDN 02 Ulak Karang Selatan with used exchange partner’s model in civics education. The model of exchange partner’s is one of the model learning which can user in process learning to teach with emphasize a searching a partner’s by each students to discuss about the assignment given by teacher, than change partner’s again to seeking the best answer from assignment that teacher given.  Instrument that using in this research is observation sheets of teacher’s activity, sheets of student’s participation, and the test of learning outcomes. A kind of this research is the research of measure class which doing by two cycle, the subject of this research is students in class V SDN 02 Ulak Karang Selatan about 28 person. Result of the research show that average of percentage participation cooperate rising from 35,71% in cycle I become 85,71% in cycle II, maintains of opinion rising from 35,71% in cycle I become 85,71% in cycle II. Student learning outcomes in learning responses 64,28 in cycle I become 82,14 in cycle II. Whereas learning outcome in comprehend the learning student from 59,53 become 86,25 in cyle II According to the research can make a conclusion that using the model of exchange partner’s can rising of participation student learning.
