Abstrak

This research is motivated lack of activity of students in learning PKn at SDN 32 Bungo Pasang, Padang. The purpose of this study is to describe the increased activity of students in the learning civics through the model Learning Starts With A Question in Class V. This type of research is composed of two cycles PTK. The subjects were students of class V. This research conducted in the second semester of the Academic Year 2014/2015. The research instrument is observation sheet activities of teachers, and student activity observation sheet. Based on data analysis, the average amount of activity of students in group discussions, ask questions, and conclude the first cycle the subject matter 39.16% increased to 75.83% in the second cycle. The percentage of completeness number of students who have values above 65% KKM first cycle with an average value of 68 increased to 85% with an average of 78 on the second cycle. This means that the implementation of learning PKn by using a model Learning Starts With A Question can increase the activity of the students as much as 36.67% and can increase student learning outcomes as much as 20%. It can be concluded that the study uses a model Civics Learning Starts With A Question in class V SDN 32 Bungo Pasang Padang can improve students' learning activities.
