EFEKTIVITAS PELAKSANAAN UNDANG-UNDANG NOMOR 22 TAHUN 2009 DALAM MENGURANGI TINGKAT KECELAKAAN LALU LINTAS DI WILAYAH HUKUM POLRESTA PADANG

Abstrak

This research in the wake of the high number of traffic accidents motorcyclists who do not have a driver's license (SIM), this study aimed to: Describe the effectiveness of the implementation of Law No. 22 of 2009 in reducing the number of motorcycle accidents, sanctions for cyclists motors, increase traffic ethics, and describe the constraints faced by the Police of Padang. This type of research is descriptive qualitative data obtained about the traffic accident by motorcyclists. The instruments that is are interview, observation sheets, sheets questions, documentation. The results showed that the number of accidents by motorcyclists who do not have a license increased from the year 2012-2014 is 594 cases in 2012, 1043 cases in 2013, 1055 cases in 2014, the sanctions provided by the police in the form of a speeding ticket on the spot as ticketed driver's license, vehicle registration and detention of motorcycles, 58% of motorcyclists categorized ethical, and the constraints faced by the Police Padang is still a lack of compliance levels of society, as well as a lack of public knowledge on traffic signs. The results showed that the implementation of Article 77 of Law No. 22 of 2009 has not been implemented effectively in reducing the rate of traffic accidents, sanctioning the bikers are in accordance with the rules and be able to increase traffic ethics motorcyclists.
