This study aims to describe the process of improving the results of the ability to learn to read by using the V grade students at SDN 27 CIRC models Sago district. IV Jurai South Coastal District. The theory used in this research is the theory of reading by Dalman (2013), the type of reading by Tarin (2008), and the method by Istarani CIRC (2012). This research is a classroom action research conducted in the first semester of the academic year 2015/2016 at SDN 27 Sago South Coastal District. The subjects were students of class V SDN 27 Sago South Coastal District totaling 20 students. The study was conducted in two cycles and each cycle consisted of two meetings. The research instrument is observation sheet reading ability of students, teacher observation sheet and test learning outcomes. The results showed that the average observation of students' reading the first cycle of 65% increased to 75.8% in the second cycle. Results of the study, the average percentage of aktvitas teachers has increased from 76.66% the first cycle increased to 89.99% in the second cycle. While the average student learning outcomes in the first cycle 65 has increased in the second cycle into 88.55. This means that the implementation of the learning ability of students to learn to read using a model CIRC going well. Based on the results of this study concluded that the use of models CIRC can improve the ability to learn to read the results of the students in class V SDN 27 Sago Coastal District.
