This study aimed to describe the learning outcome of students in learning by using strategies Civics Concept Maps in Class IV SDN 02 Pasar Baru. This research is a classroom action research conducted in the first semester of the academic year 2015/2016 at SDN 02 Pasar Baru. Subjects were fourth grade students of SDN 02 Pasar Baru totaling 20 students. The study was conducted in two cycles and each cycle consisting of three meetings. The research instrument is a matter which form of objective, essays and observation sheet of students and teachers aspects. Affective student learning outcomes aspects of responsibility in the first cycle of 60% increase in cycle II to 82.5%, while aspects of the discipline in the first cycle, namely 57.5% increase in cycle II is 75%. Improving student learning outcomes of knowledge aspects of the value of the average grade of 66.5 first cycle increased to 78 in the second cycle, while the student learning outcomes aspects of understanding the value of the average grade in the first cycle is 63.5 increased in the second cycle is 76.5 , It can be concluded that the use of concept map strategies to improve learning outcomes Civics class IV SDN 02 Pasar Baru.
