This study aimed to describe the increase in interest and student learning outcomes in learning civics using strategies The Power Of Two Class V SDN 46 Desert Long. This research is a classroom action research conducted in the first semester of the academic year 2015/2016 at SDN 46 Desert Long. Subjects were fourth grade students of SDN 46 Desert length totaling 16 students. The study was conducted in two cycles and each cycle consisting of three meetings. The research instrument is a matter which form of objective, essays and observations sheet affective learning outcomes of students and teachers aspects. The results showed an increase in the percentage of students' learning outcomes affective aspects of cooperation in the average value of the first cycle is 56.26%, increased to 81.25% in the second cycle. While aspects of the responsibilities of the average value of the first cycle is 53.13%, increasing to 75% in the second cycle. The results of students' cognitive learning aspects of the knowledge class average value in the first cycle at 65, while the second cycle of the average value increased to 82.5 class. While the results of students' cognitive learning aspects of understanding the value of the average grade in the first cycle is 63.13, while the second cycle of the average value of the class increased to 75. It can be concluded that the use of learning model The Power Of Two can improve learning outcomes Civics in class IV SDN 46 Desert Long.
