This research is motivated by the low activity and learning outcomes In the third grade students of SDN 45 South Coastal District Karam Island in the academic year 2015/2016. Contributing factor is the learning process is still dominated by the activity of the teacher in the classroom, the learning process is more focused on the presence of the teacher as the main source of knowledge, poor students in learning activities, and student learning outcomes during the learning process is still under KKM. The research objective was to describe and explain the process of increased activity and student learning outcomes through the implementation of cooperative learning model Team Games Tournament (TGT). This type of research is classroom action research. Subjects in this study is the third grade students of SDN 45 Karam Island South Coastal District totaling 19 people with social and economic backgrounds are different. This study consisted of two cycles where each cycle consisted of three sessions, namely twice to discuss the matter and once the final test. Instruments in this study is the observation sheet teacher, student observation sheet, and achievement test. The results showed an increase in activity and student learning outcomes through the implementation of cooperative learning model Team Games Tournament (TGT). The percentage of completeness cycle 1 is 52.63% with an average of 64.74, and the percentage of completeness cycle 2 was 89.47% with an average of 85.26. Student learning activities also showed a significant increase in each indicator.
