This research is motivated by the low student learning outcomes in subjects Civics. The purpose of this study was to describe the increase in knowledge, cooperation, responsibility and discipline and learning outcomes are siswa.Penelitian action research study kelas.Subjek fifth grade students numbered 20 people siswa.Instrumen research is the teacher activity sheet, the observation sheet affective assessment of students, achievement test, and documentation. Results of the data analysis, disketahui that the implementation of learning using cooperative learning model TGT achieve good quality (ie 70). In addition, the research found that: 1) The average value of the knowledge of students in the first cycle was 65 increased to 85 in the second cycle. 2) The average value of the attitude of the students in the first cycle was 47 increased to 76 in the second cycle. Based on the results of the study, researchers concluded that student learning outcomes can be improved by using cooperative learning model type TGT. From this conclusion, it is suggested to teachers to use cooperative learning model TGT to improve student learning outcomes in learning civics.
