This research was motivated by the low student learning outcomes in learning civics, marked lack of response of students in answering questions of teachers, students do not want to ask, and students do not express opinions. The purpose of this study to describe the cognitive learning outcome (aspects of knowledge and understanding) and affective learning outcome (the aspect of responsibility and discipline) in the fourth grade SDN 55 Air Pacah Koto subdistrict Tangah Padang. This research is a class act. Subjects of this study fourth grade students numbering 35 people, consisting of 21 men and 14 women. The instrument of this study is the observation sheet activities of teacher learning, student assessment sheets affective and achievement test. Student learning outcomes in the cognitive (knowledge and understanding of aspects) on civics lesson by using Model Treffinger students who completed the first cycle of 11 people with a percentage of the average value of 31.42, and the second cycle as many as 28 people with a percentage of the average value 80. While the results of studying the affective (aspects of responsibility and discipline) in the first cycle of the first meeting with the percentage of 60.35 and 64.28 II meeting. While the second cycle of the first meeting with the percentage of 69.64, and a meeting II 75. This means the target indicators in this study and implementation of successful learning model Civics Treffinger progressing well. Based on these results, it was concluded that results for students in the understanding of civics learning can be enhanced by using a model Treffinger.
