REGIONAL IMPLEMENTATION OF REGULATION NO. 1 IN 2012 ON THE CONTROL OF STREET CHILDREN IN PADANG

Abstrak

This research is motivated because of the many street children who roam in public places of Padang, the activities carried out even endanger their lives. This study aims to determine the preventive efforts, repressive and constraints faced by Satpol-PP and the Department of Social Welfare and Labor in tackling the problem of street children in the city of Padang. This type of research is a descriptive study, the instruments used are sheets of observation, interviews, questionnaires and documentation. The results of the study researchers showed that in preventive efforts, people who know about the legislation only 58.8% while the street children who know Bylaw 52.4%, the people who penah see Satpol-PP conduct raids as much as 70.6% while the street children who've netted raids only 41.2%. Public appraisal of the success of legislation in dealing with street children is only 23.5%. Repressive efforts undertaken by the Department of Social Welfare and Labor, every year can only build as many as 15 street children because of many constraints faced one resource. In implementing the regulation there are several factors, namely the factor of communication, resources, disposition and bureaucratic structure. Its main factor of Children working on the streets is a factor of the family, parents are considered as subjects that have an important role not performing its duties and its obligations as a parent.
