Abstract

This research is motivated their public opinion that, the maintenance of IMB as if not a necessity that must be done by the community before building. Building societies are more likely to conform his own will without permit from the Department PMP2T. This study aims to: 1) Describe the process to obtain building permit in West Pasaman. 2) Describe the Public Perception on the Quality of Public Services provided by the Department of Investment and Integrated Licensing Services in West Pasaman. 3) Menganisis efforts made by the Department of Investment and Integrated Licensing Services in West Pasaman in fulfilling the civil rights community. This type of research is qualitative descriptive method. The instrument used is observation, questionnaires, interviews, and documentation. The results of this study show that: 1) the process of obtaining a building permit by the River District Beremas West Pasaman must meet the requirements that have been determined are: The identity of the owner of the building, description of land dispute and does not violate local government regulations. 2) The public perception of the quality of public services in the management of IMB people feel less satisfied with the service. 3) The efforts made by the Department PMP2T Beremas River District West Pasaman that officers conduct proactive system so that people get the service well and his rights as a community are met.
