The progress of science and technology very fast lately demanding everyone to acquire information and knowledge. To improve the understanding of student, the teacher as a guide should make learning becomes more interesting that encourages student to learn in seriously, both in learning in the classroom or independent study. One of the difficulties in learning now is the lack of use learning media that make difficult for student to understand the material three dimensions. Based on the problem, the writer wants to create and develop a learning media. The purpose of this research is development research of Borg and Gall. Based on the research of the study consist of analysis result sheet validation that was performed three times then it can be concluded that the instructional media is good developed learning and can be used whitout revision. Whilethe result of questionnaire analysis showed the practicalities test positive response of students to instructional media used is 95,41%. So, it be concluded the learning of mathematics interactive media web-based tutorial models developed are valid, practical, and effective deserved for use as learning device. Because in the research only up to the stage of the step of experiment in the beginning and poduct revisions required further research to test the effectiveness of this learning media.
