ANALISA KEBUTUHAN STANDARDISASI PENGUKURAN KUANTITAS (STANDARD METHOD OF MEASUREMENT)PADA INDUSTRI KONSTRUKSI DI INDONESIA

ABSTRACT

This paper reports a study that identified the need for a standard method of measurement (SMM) in Indonesian building construction. The application of SMM is usually used for tendering purposes in the preparation of Bill of Quantity (BQ) as a part of the construction contract. The standard is intended to ensure accuracy and introduce uniformity into measurement of building works. SMM can reduce diversity, doubtful and disputes in actual measurement among the parties of the projects. This research employed a quantitative approach through a questionnaire survey distributed to construction industry practitioners. The results of the survey confirmed the current practice of measurement for building works. The majority of the respondents were used their own standard method of measurement; whilethe others wereused SMM from other countries and the rest did not use any SMM. Moreover, this study has also found that the significant problem due to the variety of SMM is the difference of interpretation of calculating the volume of the works in the tender process and work progress evaluation.

Penelitian ini bertujuan untuk mengidentifikasi kebutuhan standar metode pengukuran pada konstruksi bangunan di Indonesia. Penggunaan SMM biasanya digunakan untuk tujuan tender dalam penyusunan BQ yang menjadi bagian dari kontrak konstruksi. Standar ini dimaksudkan untuk memastikan akurasi dan adanya keseragaman dalam pengukuran suatu item pekerjaan. SMM dapat mengurangi keragaman, keraguan dan perselisihan dalam pengukuran yang sebenarnya diantara para pihak yang terlibat. Penelitian ini menggunakan pendekatan kuantitatif melalui survei kuesioner yang disebarkan kepada praktisi industri konstruksi. Hasil survei mengenai praktek pengukuran pekerjaan pada konstruksi bangunan saat ini. Mayoritas responden menggunakan standar metode pengukuran mereka sendiri, sedangkan yang lain menggunakan SMM dari negara lain dan bahkan ada yang tidak menggunakan SMM apapun. Selan itu, penelitian ini juga menemukan masalah yang signifikan karena keberagaman SMM adalah adanya perbedaan intrepretasi perhitungan volume pekerjaan dalam proses tender dan evaluasi kemajuan pekerjaan.
