ABSTRACT
Thesis. The Transition of Sungai Penuh status becomes the city of Sungai Penuh, the
Submission of Fixed Assets from Kab. Kerinci to Sungai Penuh City. Advisor I Dr.ir. Wardi, M.Si and
Supervisor II Ir. Drs. Heldi, M.Sc, P.hD. The aim of the study was to find out how the process of
handing over Kerinci Regency fixed assets to Sungai Penuh City. This study uses the Asset
Management Theory proposed by Siregar (2004) which includes 5 stages, namely: Asset Inventory,
Legal Audit, Asset Assessment, Asset Optimization, Supervision and Control.
The approach used in this study is a qualitative approach of descriptive research. The data
of this study were collected using observation, in-depth interviews, and documentation. And the
results of the study found that the process of handing over the assets of the Kerinci Regency area to
the Sungai Penuh City had not run optimally. At the asset inventory stage there are still deficiencies,
namely the land deed of the location of the Kerinci District Government Office, which is located in
Mukai Tengah, has not been completed 100%, which is an obstacle to the handover of assets.
The important thing that happens in the transfer of assets:
First : Because the Kerinci Regency government is completing an office located in the
middle hill of the district. Mukai Kab. Detail
Second : Interpretation of article 13 paragraph 7 (a) based on Law No. 25 of 2008 approved
Assets submitted are owned, controlled, and used by the City of Sungai Penuh, If so
said the Secretary, Pemkab Kerinci has HANDED ASSETS
At the Legal Audit stage, problems are still found, namely the delivery of assets has
exceeded the time limit specified by Law No. 25 of 2008 concerning the Establishment of Sungai
Penuh City which is no later than 5 years since the inauguration of Acting Mayor of Sungai Penuh
and there are no sanctions imposed for the delay in submission of these assets. In the optimization
phase of the assets that have been submitted there are no firm actions given by the related parties to
date to Kerinci Regency.
