PELAKSANAAN TUGAS DAN WEWENANG TIM PENGAWAL DAN PENGAMAN PEMERINTAHAN DAN PEMBANGUNAN DAERAH (TP4D)KEJAKSAAN REPUBLIK INDONESIA DALAM UPAYA MENDUKUNG PEMBERANTASANTINDAK PIDANA KORUPSI (STUDI KASUS PADA KEJAKSAAN TINGGI SUMATERA BARAT)

Abstrak

The establishment of TP4 is an action of The Public Prosecution Service of the Republic
of Indonesia to improve the prevention of corruption act in government agencies while
keeping the sustainability of development program at center and district. Identified case
is what is the position and role of The Guard and Pacifier Team of Government and
Regional Development (TP4) of The Public Prosecution Service of the Republic of
Indonesia to support the corruption eradication? How about the execution of duties and
authority of The Guard and Pacifier Team of Government and Regional Development
(TP4) of The Public Prosecution Service of the Republic of Indonesia at the West
Sumatera High Prosecutor’s Office to bolster the eradication of corruption? The
approach in this research is empirical judicial method on which through law research by
referring to legal norms in the prevailing laws and regulations. It also discusses the
implementation of legal norms seen with its implementation in the middle of community
life. The nature of this research is descriptive. There are two ways to collect data, by
library research and interview. The research is accentuating three types of legal material
namely primary, secondary, and tertiary legal materials. All collected data - primary,
secondary, and tertiary- are qualitative judicially analyzed. In summary (1) TP4 holds
constitutional base in preventing and fighting against corruption. Furthermore, The
Public Prosecution Service of the Republic of Indonesia -as the government institution
that exercises the law enforcement- plays an important role in supporting the success of
governance and national development at central or regional level through escort and
security in planning, implementing, as well as utilizing the product of development,
including ways to prevent digression and loss of the government. (2) The existence of
TP4D in The Public Prosecution Service of the Republic of Indonesia body is in line with
the spirit of Indonesia Public Prosecution Service to abolish corruption in the position of
law enforcement. However, some things are taken into consideration for the sustainability
of TP4D in implementing it’s duties and authority.
