ABSTRACT

The implementation of the public services still faced with the condition is not in accordance with the needs of and changes in various areas peoples lives,national and state. Basically every humans require the service is either even can be said that the service can not be separated from human life. Is not an exception public services in the implementation of making the birth certificate in the office the population and civil registration in Padang City. The formulation of the problem is : 1) How the implementation of making the broth certificate in public services in the office the population and civil registration in Padang City ?. 2) What a constraint that happened of making the broth certificate in public services in the office the population and civil registration in Padang City ?.3) What an effort to tackle obstacles of making the broth certificate in public services in the office the population and civil registration in Padang City ?. The study authors use in writing skripsi this is the research legal sosiologis, namely research conducted with the way interview. Conclusion: 1) the implementation of making the birth certificate in public services in the office the population and civil registration in Padang City based to the Undang-undang Number 24 year 2013 about the administration of the population and Undang-undang number 24 year 2013 about of the administration of the population.
